Is it something to do with partition rebalancing?

The file cache feature makes the admin server available for collection disk image output and enable the admin server to host Document conversion server process.view as webpage,hit highlights etc require these process to provide on demand content conversion

To check how frequently its purge you can navigate to system object volume --> admin server properties --> file cache

It should get purged as per the parameter assigned in admin pages...if it is not purging there is a patch that OT has released for this
