If you are using a clustered environment, can you try to update all the ds.setup on every node? Stop services, update the file on every node, restart spawner first and then tomcat..

U can use OOTB records management.. u can create disposition workflow

I would suggest to use a combination of WebReport, Live report and Workflow.
