Are you having the same template for all countries?

Countries having different requirement in terms of folder structure, roles, document uplod/delete so I am planning to create sepearte template for each country.

In SAP, when we upload attachments through Services of Object (GOS menu) for any transactions, let's say FB03, if we upload the documents through "Create attachment" option, rather than "Store business document" those documents store in SAP database as BLOB or may be local file system something.

The attachments are stored via KPRO in SAP table (SOFFCONT1) and now you want migrate this to OpenText Archive Center.

You can use RSIRPIRL program to migrate these documents
