There was old test document checklist in KC talks about baseline testing. First you would do baseline document management, search, workflow, authentication/acess and admin config test... from there you can add on your organisation specifc testing. could be your lead applications integrations, crtical batch process, api and system integrations, etc...

For regression always check the new patches/functions updates you are introducing and validate those fuctionality is not broken

Always good idea to do pre-upgrade and post upgrde testing...so you know what has broken/ or what changed post upgrade

Scope of regression testing ..well it depends on what would define success criteria for your Bau team to eliminate any issues after the change
