What would be the reason if a specific user is in synced partition in OTDS but not getting synced in content server ?

If it's only for one specific user. Try to consolidat manually and check for errors in OTDS logs for the exact reason. There could be some issue with user properties.

Check in access roles that users partition is added .

you can try deleting the user from otds.members table and then consolidate your partition with identity provider to recreate the user in partition and consolidate with your required resource

Check the length for Title column in KUAF database table schema. Based on the length of Title column in the database schema, you can modify the length setting in OTDS User Attributes Mapping on related Partition and Resource properties.
