ADA comes with certain features, OT based SAP archivelink, doculink etc.

Archive center as sub product is always free if you are licensed to have any one of SAP based product like ADA, xECM, VIM and others. Each product have separate licensing ways, like xECM is user based, VIM is process based, ADA is probably combi of both.

You can just download and use archive center for free, there is no cost associated with, but you wont get support

Oac0 is not Part of OT spro...you can configure repo in Oac0 irrespective of any addon...the internal sap db and sap content server also uses connection from oac0
