Yes as per support it seems to be not possible..but in case anyone has tried it with no issues.

Thats how/why they are restricting direct inplace upgrade

if you have time to attempt multi upgrade, then go for it rather than going for OTPS etc.. from 21.2 to 24.x should take less time like approx. 30mins for every jump.

It's mostly greed from OT. There should be no reason to have a separate cost for these scripts
