This error "Not sufficient rights to execute command!" is commonly seen when OTDS does not have the required groups for the Archive Center integration (otadsadmins, otasadmins, otldadmins, otldagents). For newer versions of OTDS these groups are only created if you tell OTDS to do so by adding the following Java setting to the Tomcat instance running OTDS:
