Check if the RSI was previously assigned to any object through any RM Classification. You can query the RIMSNodeClassification table against RIMSRSI column

There is one more table which I don't remember at the moment which also keeps track of assigned RSIs in case a document is assigned multiple RMClassifications. Check that table.

On the rsi functions menu you have the option to view CS objects
