Try running otds.config separately and the run the iv installer and remove otds connection from the setup file.

if the existing documents are in SAP content server repo other than archive center, then first you will need to migrate them to archive center using RSIRPIRL/Z_DOC_COPY/Z_MIGRATE_ARCHIVELINK depending on the implementation. Once documents are in AC then you can use batch program /OTX/RM_MAKE_RECORDS to declare them to CS
